C | “绿水青山就是留给子孙后代最好的财富。”岳阳县步仙镇关王桥村护林员林岳会对护林工作有着特殊情感。该村位于岳阳县、平江县、汨罗市三地交界处，山高坡陡，地势险峻，森林面积12100亩。过去，由于资源管护制度不健全、责任落实不到位等原因，当地森林火灾、乱砍滥伐等破坏林业资源现象频发，一度被称为“三不管地带”。“山林是我们自已的，住山靠山，每个人都有义务、有责任把山林管好。”2017年，关王桥村选聘护林员，林岳会的“竞选演说”，让他顺利成为一名“看山人”(当地对护林员的称呼)。多年来，林岳会奔走于一脚踏三县的土地，在政策宣传、护林防火等方面尽责尽职，连续三年获评全镇优秀护林员。2021年，步仙镇全面落实林长制，林岳会第一个被镇政府点名留任担任专职护林员。

D | 6年来，他的责任林未发生过一起火灾火情，无一起乱砍滥伐林木、破坏林地及野生动植物资源行为。

G | 传统的巡山护林，主要以人防为主，“一把水壶、一把廉刀、一双跑鞋”便要踏遍连片山林，但许多深山密林、陡坡峭壁及偏僻地段人力不能至，加上护林员待遇低、业务能力良莠不齐，导致护林管林整体效应欠佳。近年来，岳阳县创新林业资源监管方式，打造县、乡两级林长制巡护系统升级版，推出的“智慧+林长制”模式，为巡山护林插上了科技的翅膀。

H | 杨龙介绍，护林员如发现涉林违法行为，通过智能手机实时上传至镇林长制智能化巡护平台，后台管理员及时收集信息、报告、调度及协调处置，彻底解决了过去护林员巡护反馈问题不及时、巡护不到位等问题。“目前，全县所有护林员已配齐智能化设备，有条件的村配备无人机，部分乡镇还将森林防火、林业有害生物防治、矿产资源监管、行政综合执法等管理系统与林长制巡护系统进行整合，实现区域资源管护‘一屏统管、一网监测’。”该县林业局相关负责人介绍，今年来，通过巡护系统，当地累计发现违规野外用火、违法违规占用林地、松材线虫病枯死松木、捕鸟天网类等26大涉林问题，全部在第一时间处置到位。(完)返回搜狐，查看更多责任编辑：
